Stealing cars from the impoverished, the vulnerable, and the defenseless must be stopped.
The perpetrators, the police protection, and the bribes must be exposed.
The reign of terror on the poor has lasted seven years.
It begins with Mayor Leighton.

I. Introduction
It is my intent to create a “Cri de Coeur” – a passionate outcry – that will gain full recognition and acceptance of the issues I present. I seek justice and hope to confirm to you the pernicious and reverberating effects of the “Cars for Cash” scam on people whose only “crime” is being poor. Time is of the essence. This is so because this scam in no way resembles an “event.” Rather it is an ongoing conspiracy, a syndicate. Its size expands behinds behind the curtain of silence from which it operates. A car may have been stolen today. But who would know? Nobody is talking. The police are mum. The voiceless and vulnerable are defenseless.
“Cars for Cash” is an illegal towing operation run by Leo Glodzik of LAG Towing (Wilkes-Barre) that is fully supported by the WB police, WB Mayor Leighton, and the WB police chief Dessoye. It would “torture one’s logic” to assume that these “other parties” don’t benefit given the blanket protection they afford Glodzik.
In a nutshell, Glodzik tows cars and prices them out of the owner’s reach. At $ 50 storage fees the cars soon become “property” of Glodzik. He either sells them or sells the parts. He breaks the city contract in several ways. Mayor Leighton and police chief Dessoye watch and let it happen. The police won’t touch Glodzik.
